The Daily Report Card reported (9/6/95) that, when asked about local government schools, only 16% of business leaders agreed that America's public schools do a good job preparing students for work, compared to 60% of teachers and 76% of superintendents. At a minimum, these figures suggest that 40% of teachers do not believe that their school educates children adequately. This is a huge pool of potential School Sakharovs.
